Why the coalition exists

The CAIP is not buildable by any single organisation. The platform's trust thesis demands deep, production-validated domain expertise across every critical system — AI governance, sovereign data operations, cybersecurity, defence AI, persistent AI memory, physical compute, and domain applications spanning healthcare, education, and enterprise verticals.

Building that expertise organically would take years and billions. Acquiring companies is neither financeable nor strategically necessary. The Coalition is the mechanism that assembles world-class domain expertise into a single governed platform — without requiring any one organisation to be expert at everything.

This is not a vendor ecosystem, a reseller channel, or a marketing initiative. The Coalition is the supply side of the CAIP's multi-sided platform model — each CAIP Founding Partner delivers a CAPRA-specified system contribution that makes the platform more capable and more defensible.

Governed by CAPRA

Every coalition contribution is structured through CAPRA — the CAIP's professional reference architecture spanning 20 active domains. CAPRA defines the system boundaries, integration specifications, compliance gates, and operational handoff processes that ensure coalition contributions compose into a coherent, trusted platform.

DALN Dynamics is the founding architect, CAPRA steward, and lead commercial operator. CAIP Founding Partners are co-developers and commercial beneficiaries — not co-owners of the platform itself. Governance rights, intellectual property stewardship, and commercial authority remain with DALN Dynamics.

Coalition governance operates through a Coalition Advisory Council (with voting representation from Primary System Architects), domain-specific Technical Working Groups, and a Coalition Administration function that manages agreements, FinOps settlement, and escalation. Every contribution must pass data sovereignty, AI safety, FinOps interface, and cybersecurity compliance gates before production deployment.

What CAIP Founding Partners contribute — and what they receive

In exchange for domain expertise, proprietary capability, and the credibility their track records bring, CAIP Founding Partners receive structured access to a commercialisation vehicle they could not build, govern, or access independently.

  • Trust legitimacy — credentials in sovereign, government, or defence domains that validate the platform's trust thesis
  • Go-to-market reach — existing relationships and sector credibility that extend the platform's commercial presence
  • Domain Agent Packs — pre-packaged, domain-specific AI agents commercialised through the platform

What Founding Partners receive

  • Structured access to Canadian government AI procurement — federal, provincial, municipal, and defence
  • Revenue participation through FinOps metering — fair commercial settlement based on the value each system generates
  • Coalition Advisory Council governance participation — technical review authority over their assigned domain
  • Joint IP ownership of CAIP-specific integration work, with full retention of pre-existing domain IP

Founding Partner types

CAIP Founding Partners are classified by system assignment breadth, contribution depth, and commercial integration — reflecting the scope and criticality of their domain.

Primary System Architects

Assigned a single, critical CAPRA system domain. Responsible for end-to-end design, development, integration, and operational delivery. Full Coalition Advisory Council voting membership and veto authority over system-critical architectural changes in their domain.

Secondary System Architects

Contribute significant technical capability as a co-architect or specialised component owner within a broader domain. Participate through technical advisory mechanisms. Revenue share applies to their specific subsystem contribution.

Domain-Specific Application Architects

Contribute specialised domain applications — healthcare, education, finance, energy — and Domain Agent Packs. The primary vehicle for converting deep domain expertise into productised, governed AI agent offerings without requiring system-level architecture responsibility.

Domain Agent Packs

CAIP Founding Partners with deep domain expertise contribute Domain Agent Packs — pre-packaged, domain-specific AI agents that run on the CAIP's Comanda product and are commercialised through the platform. A healthcare triage agent. A defence logistics agent. An education curriculum agent. Each pack is curated by the domain expert, governed by AGSys, and delivered through sovereign operations.

Domain Agent Packs are the primary vehicle for converting coalition expertise into recurring platform revenue. The Founding Partner retains their agent intellectual property — persona, prompt architecture, domain knowledge. DALN Dynamics operates the runtime, governance, and billing layers. The result is production-ready, governed AI agents that end users cannot assemble from general-purpose tools.
